Getting plastic surgery just for cosplay is fucking stupid. Cosplay should never be so important to you as to go to such lengths.

If you want bigger boobs for cosplay then just do what people like yaya and precious do and pad them with inserts. With the proper craft you can make them look as big as you want.

Yaya is about a double "G", but she uses the VS plus two sizes bra to make them even bigger. For some people that works, but if you already have GGs, and are 5'0" tall it looks a little silly.

I see no reason not to get implants if you want to have a better shape, but implants just for cosplay is silly.

Implants these days get a bad rap from the old 1990's stereotypes of rock hard boobs that look like a doctor stuffed small volley balls into a woman's chest. Today a lot of boob jobs are not noticed because they are done very well with modern procedures (under the muscle, silicone implants.). There are still shitty implants done today because they are cheap, or the patent wants the fake 1000cc look (see MCB.) but those tend to be over the muscle saline implants that are overfilled to look like huge balloons.

The obvious implants are so easy to spot, that people often ignore the well done (often in Japan.) procedures.

So don't write of implants because of /cgl/. You can have good looking natural breasts as long as you don't go Yaya's route.

Not always. I've known a few people who have large breasts but are very perky, usually because they're really fit. Most of the time, though, it is true that they are saggy. But most men I've asked say they'd prefer smaller perky natural breasts to massive hard fake breasts. I'm sure there's a nice balance between those two, of course, and good plastic surgeons probably know how to do that. It's just good to keep in mind that if you do get implants to be attractive not to overdo it too much, since they can be really unattractive.
