She also has to provide proof of ID and a bank statement to paypal in these situations to get it unfrozen which would have not been possible since the account isn't in her name. Moving on.

There is no solution. The only one that might work is posting her address so people know where not to send things and she can get around that by using a friend or family member's address. Not to my knowledge. The issue in those cases, though, was that they tended to refund or otherwise compensate transactions which were in their local area and state (like how crux made sure to deliver on the skirt ordered by a mod, who whiteknighted him) and so anyone who wasn't refunded or otherwise fucked over would have had to file charges from another state or even another country.

Yeah they do. My friend had a personal and a premier account. PayPal locked the personal one with thousands of dollars in it, forced her to prove it was hers, then told her that she needed to close the personal one because she can only have one account...
