I know that people like validation but I've heard some people straight up call someone "hot" or "cute", is that acceptable or is it only towards cosplayers that are dressed appropriately for that type of compliment?

Honestly I kinda feel the opposite. When I've been spending time on my hair or something and then someone specifically says "anon, your hair looks great today" I love it much more than when someone just says something general.

If it's obviously sexual in nature then it's kinda weird though.

It ain't hard, really. One other thing is that if cosplayers are sitting down or are clearly on the move, don't bother. Only do so if they're already planted on a location for poses.

Average looking girl here, I've gotten the gayest possible interactions from other "straight" girls. They'll whip out their cleavage and ask me what I think, or how their bottoms look in a tight outfit etc. Heaven for a closet case like me.

It’s pretty easy. Just walk up and be like “Hi I wanted to tell you your cosplay looks (positive adjective)! Can we get a photo?”

The location of these cons makes a huge difference. For example I went from a giant, famous one and got a lot of attention then a small local one and got basically none. You'd think it's the other way, especially with my really basic costume
