Arlington/D.C native. I decided to give away my pass not going because it's not worth the risk for what in reality is a more of a paid promotion.
I just got back after a tour of duty in the military. The city has turned into a hellscape (like much of the country). D.C has always had crime and in many ways the levels back in the 80s was far worse however there is a level of anarchy that has never been seen before. The level of brazeness is over the charts too, Gangs and criminals openly rob and assault in broad daylight even at the convention center. There are atv/motor cycle gangs that flash mob in the hundreds and will wreck your shit and rob you at gunpoint without care.
I'm not kidding when I say you probably should cosplay Lucy or David from cyberpunk because ligit looks like Night City with the tent encampment around the convention center and China town.

I do want to warn you unlike the capitol, Whitehouse and the National Park Areas (monuments, mall, simthsonian) there are no aulixary police at the convention center other then D.C metro police who are unable to response and likely will not give two and half fucks if you are mugged, assaulted or even sexually groped or raped. The murder rate toped 13 people this week. 200 this year.

It's sad 2018 before I shipped out I remember seeing the creator of Gundam Wing (Masashi Ikeda &
Shinji Takamatsu) and Outlaw star among other promoted to western anime that mellenials would care about at it was fun. The museums around the con center opened up for cosplayers and had related anime or Japanese exhibits. Not anymore.

Last year Otakon I heard from a friend that very late at night a group of rowdy drunk people got in an argument with DC police over noise complaints; I believe no arrests were made. I'm pretty sure this convention is safe and that the most dangerous types of people there are drunk and desperate men within the convention that will try stupid shit. Outside the convention center, homeless people do exist but you can usually dismiss their requests for funds without any issue ("I don't carry cash, sorry"). Chinatown is known for a lot of drug deals so I recommend the Shaw area to get food. Most violence in DC happens late at night in metro and lonely areas; just stay aware of your surroundings, keep a buddy nearby especially if you're in cosplay, and walk away when needed. Yes there are black teen groups, but they tend to target white upper class suits and steal cars.

I've regularly wandered around the areas where the convention center is (Vernon, Penn, etc) from 1-5am and that area's generally safe, I can't say the same for south east DC, really the further you get from the mall the worse it gets - but there are safer pockets around.
Also places with bars are fine as long as you don't pick any fights, although I had someone chase me with a broken bottle once for no reason, I think they were drunk.
Basically the blacks are an avoidable problem if you don't make eye contact and don't linger unnecessarily alone in the right areas. But I'm also a guy so it might be different for women.

"Complex" in Japanese usually refers to weird fetishes, siscons are attracted to their sisters, etc. Otacon isn't attracted to otakus, he identifies as an otaku as a white American, which was probably amusing to Kojima in the 90's. If I remember, otaku (referring to the people/subculture/whatever you want to call it) started off as much the same way that you describe a complex. It was an article ripping into the people obsessed with anime/manga/games (I'm pretty sure it was in Manga Burikko in the 80s) that started using the word that way, with the otaku eventually continuing to use the word to refer to themselves as a bit of irony. An unspecified Amaurotine from FFXIV. A bunch of different NPCs all wear the same outfit, so I figured I could cosplay that and be recognizable for what it is even though I don't look like any particular character. D.C by its nature is incredibly transient, (4 to 8 year terms etc). Most people here tend to be in the ex military (ITT) or interning at the hill and/or going to one of the schools here like, g-town, Mary Washington, Washington Uni. All of which breeds a really cold and corpo mindset.

That being said I'm working at a bio lab unrelated to the military and everyone there is a nerd/weeb and mostly female and super sweet. Amazingly I spontaneously got a date to Otako not that I'm looking to hookup or something like, it just sucks going to cons alone.

Baltimore honestly these days seems safer than D.C. The vibe is also better. You don't have the Art or alt scene here because it stupidly expensive here. Only the music scene hangs on and barely.

Oh yeah what Dept? I live in NE and am current staff although this year was a shitshow so I might stop for a bit kek. I for the most part enjoy it but definitely the convenience factor of living in a city comes with needing to be aware of crime and situational awareness. Some of the homeless people can get violent and there are definitely criminals out there looking for easy car jacking and mugging situations and I'm still not tempted to go back to the suburbs becausd I'll deal with the tradeoff. I don't know this Otakon kinda sucks, there aren't many interesting panels. No food/cuisine events. No 4chan hijinks or other fun stuff. The guests kinda suck imo, in 2018 as I sad before they had the creators Gundam Wing and 2019 they had the Outlaw star people.
There's some good cosplay but honestly it feels kinda werid.
Worst of all.

Also I have a question about tape. I always thought Eiri was using blue electric tape because that would be something widely available to someone who works in IT.

But electric tape is thin and it's adhesiveness to skin was kind of shit so I ended up going with masking tape. It looked all right, but I didn't think the grainy texture worked so well and it was a bit wider than what Eiri is wrapped in.
It also fell apart easily and I had to redo the tape several times.

con was alright. only did dealer's and artist's (helped gf vend table). exhibitor badge is fucking bonkers at how much nicer it is, you straight up don't have to check bags, they let you cut or enter at any line/entryway, you can bring in as much food/water/anything as you want.

First otakon I've ever been to and I had a great time. Don't know if that's because I have low expectations because I live in a state with no large conventions but it was great seeing alot of the cosplays and the game room was super social too. Tbh I understand why people get pissed about the ""noncanon"" sign rule but I dislike signs in general because I feel like they're a lazy way to get laughs/photos/attention if they aren't actually part of your character's look and usually aren't even funny. They're also just annoying to carry around all day.
So frankly I don't really care that much about staff members cracking down on signs, especially if it will actually curb dumb shit like "step on you/kabedon for $5" or people trying to shamelessly promote their social media.
Personally, I feel a better way too add something extra to your cosplay in an easy way is to carry some kind of small "favor" with you that fits your character and hand it out to people who you chat with or take your photos. It doesn't need to be something expensive and you don't have to give it our to everyone, I'm talking fake/chocolate coins, fake flowers, playing cards, glow sticks, pinback buttons (a woman dressed as Pikachu gave me one of these at katsucon 2020), etc. I've done fake flowers before because it went with my character and it was a huge hit

Same here. First overall con I went to, so I had very few expectations, but I had a good time. Spent most of it alone just bouncing between whatever I wanted to do at my own pace, then met up with people on here in the evening. I literally only bought the ticket for Saturday on a whim after not going to otakon for years + got friend to go along too. Loke bought it 7 days before the Saturday. Checked my clothes, decided on scar from fma and got a friend who's deep into sfx makeup to help me do the arm tattoo/scar + face scar. Got a wig from Amazon and styled it. $90 worth of cosplay materials (makeup+latex+scar wax+tools+henna+clothes+etc) that arrived just in time to do everything.

Its feasible to do in a short time, and it was good enough to have people want my picture/talk. You don't need a perfect costume, just genuine effort especially for a first timer.

Sayian man Amazon costume + boots came out to $80 and my friend had a shitton of people get hyped. Man blew his quads posing the whole day.

Katsu is in National Harbor in Maryland at the Gaylord Convention Center complex, there is a rather nice mini-city surrounding it as well as the MGM casino within walking distance.

The Secret Sauce is Katsu's cosplay/masquerade is recognized by the International Costumer's Guild, which in turn is recognized by IATSE (aka the Hollywood wardrobe and stagehand union).
