Any advice on how to wear loafers without having them rub on the back of the heel so much? I've got loafers from western brands and from Haruta and they all have this problem. Are they just too big/small?

try getting those heel pads. also you might have an extra bone in your heel that causes harder shoes to be more uncomfortable, look into that too.

yes they are, seifuku means uniform, of any kind even military, so blazer uniforms are seifuku and most certainly they use them in high school

This isn't correct. Some of the most famous high school uniforms are serafuku, with some keeping it consistent since a century ago. See: 東洋英和女子, 東京女学館, 上野ヶ丘, 常盤木学園, as well as those with combined sailor/western styles like 須賀川桐陽 and 大分藤蔭. And these are just talking about winter uniforms. A lot of summer high school uniforms are sailor uniforms too...
