Telling someone their costume is cool is not generally creepy. If you're getting told that, then you're doing something wrong. Are you complimenting the clothes and not their figure? Are you asking about construction details and not staring at cleavage? Are you talking to grown adults and not teens? Are you saying what you need to say and leaving or making conversation about it and not just silently hanging around like a rancid fart?

Are you SURE they're creeped out in the way a woman would be if you did something sexual, and not just weirded out in the way both women and men would be if someone was autistic enough to shake hands and say "good cosplay". That's not how human beings converse. Don't shake hands, and don't say "good cosplay" as if their cosplay is some task they just executed. The other problem that maybe is making them creeped out sexually is that you're saying it after you already took a photo, so it's redundant and makes it seem more awkward. If you'd just walked by, pointed and smiled, and said "hey, nice cosplay" it wouldn't come off as bad because you're not cornering them in an awkward situation or expecting them to respond.

If you're going to say something after taking a photo, try and comment on something more specific like how accurate what they're wearing is to the show, otherwise it's obvious you are just hanging around to beg for coochie.

Maybe something along the line of "your cosplay looks good, the x really compliments your y." basically be more specific as it would be more unique because it is thoughtful. You recognized the work that she put in, be it makeup, exercise, style, etc.

alright, I will just be honest, how do I get a con gf? Obviously complimenting their cosplay and talking about the origin media isn't going to work.
I recently convinced a cute girl who cosplayed on her own to come to a con for the first time and even join the competition, she hung around me and even offered to buy me food when I have done nothing for her.
So I know I could get a very attractive cosplay gf, but I dislike that she is so meek that I have to guide her into social interactions
the reason I wanted to find a girlfriend at a con is because they mostly seem very social and confident, and they share my interests too.
these are basically the only women who I could imagine doing fun things with (going to cons) that have decent social skills.

When you just say "nice cosplay" without leading in with actual human conversation techniques Most girls are going to assume it means what it always means from a guy, "I find you attractive". And obviously if you're not attractive to her (be real nibba frfr) she's gonna find it creepy.
