Its really easy to fuck up a fursuit and the lines between cute and uncanny, unique and obnoxious can easily be crossed; unforunately, the fandom wanting to be as accepting as it is, refuse to tell people that their suits are creepy, ugly or whatever

What are some tips for making an appealing design?

Less is more. Most fursuits that are ugly in my opinion have too many colors, which also clash most of the time. Learn2color theory and stick with a main color (preferably something neutral) and only one or two accent colors.
Additionally, a lot of ugly fursuits have overly complicated patterns on the fur. If your fursona already has unique face markings, they don't also need 500 swirls or on their fur and rainbow paws, etc.

I'm not a maker, but I am an artist. I think the biggest thing for me is colour theory. Since makers generally do custom suits for clients, their suits are only as good as the design, some fugly designs will look bad even with expert craftsmanship.

Unless it's a resin head or a kemono suit, you can't go wrong with big toony eyes. Making them have highlights and lowlights and the illusion of a shine really helps, I think eyes are a huge part of what makes a suit cute or uncanny

I'm very deep in the cosplay, furry, and lolita communities. I've never met any furries bullied out of the community for anything unreasonable, maybe a handful have in the cosplay communities, and nearly every single lolita I've met have said they quit online comms, irl comms, or lolita all together because of bullying over some nonsense.
Everyone lolita meet I went to, there was drama involving someone, and it eventually went to me and I quit because it all became more stressful than fun. I've talked to SOO many lolitas with a similar experience.
The worst I ever see in the furry community is people being delusional about OC theft, thinking anyone who makes a character even remotely similar to theirs (I own the right to all pink dog fursonas!) is a thieve and should be bullied for it or whatever, but that usually never goes anywhere. At most its just one person annoying you saying you stole their OC.

Well yea, most people have fetishes, but no they don't all act like that regarding their fetishes.
I think the problem is you don't notice the good ones. Its confirmation bias. A lot of furries are quiet about being a furry because of the bullying. I sell basic furry ears and tails online and at cons and its not unusual at all for people to tell me to package their ears/tail purchase discretely because they don't want certain friends or family to know what they bought. And no, not buttplugs or whatever, just generic basic furry ears and tails.
I've been to 3 furry cons and I never experienced anything too weird or unusual. No more than a regular anime con at least. The only difference in atmosphere compared to an anime con is there were slightly more awkward people, but also slightly more nice people. I was expecting full cringe going to my first furry con, but there just wasn't any.
In my experience, the best people in the community are the fursuiters and crafters. Which is true for the cosplay community too, cosplayers and crafters are usually the best people.

I think it comes down to the overall proportions. Until recently, padding wasn't common on suits, and combined with the standard Western toony aesthetic, the look often drifted toward “sexytime dog head man” instead of “this is a cartoon character that jumped out of my TV”. It atill does often drift that way. It takes a lot of padding and big heads to pull off a great cartoon look and that’s expensive to commission. And many furries seem to prefer the animal pornstar look anyway
It also helps being short here, Kemono suiters are shorter Japanese guys/gals, and Disney park mascots, really most theme park mascots outside of a few characters, are short as well. Meanwhile, a tall twink in a kemono suit would look kinda creepy.

I actually AM an expert, I've been selling furry merch for 5+ years and I can tell you that most of the fur you find at jo-ann fabric's and similar stores is very low quality. No professional fursuit maker uses fur from there, unless there is a special/unique pattern or something.
And yes, there is a significance difference cheap walmart shirts and higher priced shirts. It depends on the brand, but there is a huge difference between a $10 and $30+ t-shirt.

I think the problem is that too many people are going the upholstery foam route which naturally produces much larger heads. Going with a more rigid material like resin or 3d printing filament would make the head look more like a natural extension of the body. In addition, instead of using the long pile fur used on most fursuits, people would be much better served shaving the fur down to about 1cm or even just forgoing the fur altogether in favor of another material. A matte stretch velvet would work very nicely for the arms and legs so that the body’s silhouette remains more accurate.

They absolutely are not the same. I used Joann’s higher end fur for a Kindred fursuit when I was 17 because I had been saving up coupons and it was still my least favorite part of the whole costume. It was incredibly scratchy, shed horribly and a really disgusting plasticky sheen. If you were sufficiently close, you could even see the backing through the fur.

That puppet from what I remember was specifically for a puppet show that was held at Eurofurence by a German puppeteering group for a number of years. I don't think having puppets just out and about was ever a super common thing, but they would be cool to see as something to catch on. Even something like those arm-in-the-head body-wrapped-around-the-puppeteers with a fake arm ones you see sometimes would be cool to see.

Puppeteering in any context in a 'live on the floor' scenario that's not a full costume I think would either require the puppet to be silent, have the puppeteer have ventriloquist skills, or have someone else a few paces away radioing in lines, which the first one is kinda limiting as a intelligent 'character' wouldn't really be possible, and the other two are things that require a bit of live effort with the people involved, not something your average furry enthusiast has in them compared to throwing on a costume, maybe putting on a funny voice and calling it a day.

What's the best way to do "hair" on a fursuit head? I've thought about buying a wig and sewing in pieces of the wig but i feel like that will easily tangle right? or does it work out fine if you brush it often?

My suits wig goes to my waist. It matts up in long sessions since you're going to be moving a lot and fur + wig fibre causes friction. just take a break to the headless lounge every hour or two (you'll naturally do this anyway), brush it out while you cool off, and it'll be all good for the next hour or two. shoulder length will be more managable but don't slack in regular brushing.

It moults a lot but hasn't balded at all. I got a very dense wig from arda's if that helps at all. I think inevitably I will have to seam rip it out and sew it back in. I blanket stitch the back of the wig to the nape of the neck really secure, then put the wig on the head properly and ladder stitched it to the forehead and around the ears.

It might be ears and generally way-larger-than-human heads extending things up + the padding between the wearers feet and what actually touches the ground that skews this. Plus as you noted an absolute ton of suits are made for people mostly in the shorter range of average (for women), thus in pictures they're probably going to be surrounded by people of similar height.
Pay close attention to objects around them in photos, you may notice their shoulders and non-head body are a touch closer to the ground than they may normally be for someone closer to average (for either sex) if you have a point of reference in a given shot.
