That tail behaves like a pendulum.

It doesn't look like the tail moves in any special way, it just moves back and forth when the suiter swishes their hips. Could be a good placement of padding giving it adequate "wiggle" room, if you will. I'd guess there's a stiff frame or rod coming out the back of the suit. There's also a completely unstuffed floppy bit right at the tip of the tail adding to the movement illusion.
