Anon probably means it was an area where she got harassment from others a lot when she was out and about. I used to live in an area where I got harassment 95% of the time I went into the local town to shop, a guy even tried to follow me home once.
I love wearing Lolita every time I go out and would never quit because of harassment, but when I lived there sometimes it was just easier to dress down and avoid trouble when I was out shopping locally and not traveling into the city.

I moved to a much nicer place around springtime last year and I haven't had any harassment whatsoever since. It's been wonderful, and I really love going out in lolita all the time again, instead of feeling sad about a wardrobe I wasn't wearing very often.

I'm in a fairly quiet village in the countryside now, generally everybody knows each other and there's quite a community feel. I don't encounter many people when I'm walking through the village and anybody I do see is pretty happy to see me and says hello. I don't really venture into any small towns now as the best place for me to go out to is the local city by train- the city isn't a big busy one and doesn't have many tourists, you're also likely to see a few other people in alt fashions going about their day as well since there still seems to be more of an alternative community around. I do still get stares but the only people who have approached me (maybe only one person every time I go out) have given me compliments. I haven't noticed yet but I'm sure there's probably been some laughs and sneaked pics from afar, but I'm not really bothered by that unless someone deliberately goes out of their way to harass me.

My old town was urban and on the outskirts of a big city, it got increasingly shittier over the years, and the city itself was so busy and had so many tourists about it made days out stressful. And the main area that used to be a popular alternative place barely has any of that style left, just market stalls selling the same cheap wholesale dresses, tourist shops and a lot of snap happy tourists to go with them. I had a guy follow me around the market constantly snapping photos, eventually I had enough and told him to ask first, he legit just stood there and carried on taking pics while I was trying to talk to him.
Moving has been the best decision made, hopefully things will stay mostly peaceful!

I'm hoping to travel to Japan within the next couple of years and will want to wear lolita over there. I definitely want to wear it when I go shopping in harajuku and from what I've heard you do get stopped a lot for photos if you're wearing j-fash, but I think that's the only place you'd get bothered by others in Japan.
