They can't shoot anything, whether it be water or foam darts or whatever due to the convention's rules. I'm having a lot of trouble finding what I'm looking for, I checked all over Amazon and Ebay and couldn't find shit

Then why did you ask for non firing if all you need is a toy? Just Google toy 1911 then. All those will fire foam or pellets though.

If it relates to laws specifically to where you are your only other option is to buy a toy and make a quick casting. Check laws thoroughly as airsoft can still get you arrested/shot if your dumb enough.

Check your local craigslist for anyone who will 3d print stuff, I know my area has some people you can pay to do it for a lot less than anyone online. I did a ump on my printer and it turned out pretty good+cheap
