It's a large mix of variables. The subset of cosplayers that cater to beta males have a huge overlap with titty streamers and "gamer gurls." Given D.va's status as both a female gamer and one of the most sexualized characters in the Overwatch roster means that costhots will naturally gravitate towards her. As for the zentai aspect, it seems that zentai suits have exploded in accessibility and popularity ever since screen printed suits started to have over the top simulated shading that while looking nice on your average costhot's instagram post with controlled lighting, it looks like shit in real life. People, however, tend to adore this look since it mimics the look of latex without the exorbitant cost. They're flashy, and attention is currency in the cosplay world. As is the case with D.va zentai suits as well, these suits tend to be shaded in such a way that greatly exaggerates the breasts and ass. I think this allows those with lower confidence in their body to embrace wearing zentai suit cosplays whereas before the flatly printed suits that were popular before tended to draw attention to bodily flaws. But I mean, the accessibility of these costumes is once again a huge factor. Many companies offer their version of the D.Va suit, and people often wonder what the point of making something when they can cosplay in a premade D.Va suit and get infinitely more praise than if they were to cosplay something else less popular than D.Va. D.Va is just the epitome of cosplay bait, as are many Blizzard characters.
