So I am trying to create a costume for burning man this year

I basically want an Anubis mask/headress with false eyes (my eyeholes will be separate) that are glowing and have a sort of particle effect that catches a light emitter. Perhaps like fog. Anyone know Slark from Dota 2? Like how his portrait is dancing glowy flame things on his eyes when he uses Shadow Dance
