If you want a break down of the outfit per lolita, there would have to be more understating of the fabrics used.

But from what I can see so far, cat ears are a no in the fashion.
Clevage would show in that dress which is a no no in the fashion.
The tights are tacky and don’t work with the dress theme.
The construction of the dress lacks in details and looks pretty ita tier in design.
The length is a little too short and would show bloomers if it where on someone.
Gloves are tasteless
The bow around the neck is too big and has Cosplay vibes.
The hair is a typical weeb style.
The dress doesn’t look like it would hold a proper petticoat.
The pearl belt doesn’t match the theme.

There’s only very few cases that there’s an exception. Usually very seasoned lolitas can pull them off because they can work them properly. It’s a complicated thing to put into a cordinate and balance out. Usually those who do it fail and make it too much like a costume. With the hair that D.va has, they lean more towards a costume.
