I'm just going to stick with, "it doesn't require experience to judge," because it absolutely doesn't, especially when I pointed out specific glaring mistakes.
When the beginner gymnast from your extension of the metaphor fucks up, they're fucking up in training. They aren't fucking up in a competition, in public, with the expectation of being judged.
But (most of) these cosplayers are going out of their way to be publicly seen. They're either photographing themselves, or going to professionals in the case of the one I highlighted. They are putting themselves out there. It would be ridiculous to think you can put your work out in public without being scrutinised, so don't get pissy at people when they scrutinise them. Even the best cosplayers get nitpicked to shit, so ones with a laundry list of problems are naturally going to get criticised. Being inexperienced isn't an out, they knew full well their level of experience when they put themselves out there.
If the gymnasts goes to a competition after only a week's training, they'll fuck up and get a shitty score. This is the same principle.

Knowing something is wrong is all well and good, but that doesn't say anything about /why/ that thing is wrong. Knowing why the thing is wrong is where the constructive comes in for constructive criticism.
The gymnast obviously knows that they screwed up by falling, but they don't know why they fell. If they did, they probably wouldn't have fallen in the first place.
