It's really creepy because that particular Harley Quinn design is super sexualized and has dd/lg undertones. Jasmine's design is kinda revealing, but it's from a kid's movie and is not as inherently sexualized as Harley's.

I think parents also may encourage it a bit too much, especially in the case of boys. Not sure why, maybe just parents wanting to "break gender barriers" or raise a more feminine kid, but the type of parents who accept cross dressing also seem to be the kind who advocate for "feminine" stuff over "masculine". It's fine to accept your kid might like dressing up as female characters, but there's a difference between "Okay honey you can be ariel for halloween" and "oh but honey don't you want to be ariel? Look how pretty ariel is compared to x male character!".

There are also parents who might ignore their kid is having a crisis. When I was younger I was so convinced that I was too ugly to be a girl that I tried to present myself as a boy instead. Parents need to keep a keen eye and make sure their kid is just having fun in a hobby, and not coming from a place of insecurity. I would hate another kid to grow up like that, thinking "I can't be pretty unless I'm a girl" or "I'm too ugly to be a girl". Stuff like that can easily be mistaken as gender dysphoria if you're young.

I think this cosplay is fine though. It's been modified to be more age appropriate (no mid drift, covering shorts) so I don't see an issue with it. There's nothing to really set this apart from being a boy or girl harley aside from the pigtails, so.

I don't have a problem with a kid crossplaying, I'll admit that the character in question being Harley Quinn (and this particular iteration) does raise an eyebrow.

I work at Hot Topic and the amount of adults that came in buying their young daughters Harley Quinn outfits for Halloween and cons was alarming as fuck. Doesn't matter if it's a boy or a girl, if they're under the age of 18 it's weird.
