Besides, you wouldn't want to ruin your shoes as teaparties aren't known for being very scuff resistant. It's kinda difficult to stay away from the Mosque when it's in the middle of the shopping centre and right next to the only grocery store in the area. When I go to get groceries alone I get yelled at, followed around and sometimes younger boys throw empty cans, pebbles or even shoes at me. I've become too afraid to wear lolita in my own neighbourhood because I fear that even if I don't get assaulted at that moment, someone might recognise me later on a grocery run and start throwing more than insults and pebbles.
Most of my Muslim neighbours are very kind and hard-working and I get along with them fine. But when you bring up the harassment issues they just say "boys will be boys" and wave it off. I don't know anything about fashion design but if it's anything like my field, lecturers = professors = bigwigs with connections who you'll most likely run into later when it comes to finding an internship and then a job. I never wore full on lolita to uni but still managed to have a reputation based on me always wearing skirts in a field that's 80% dudes in ratty jeans. Fortunately it was a favourable one.
For fashion design I feel like it should be expected that people dress differently. I believe that as long as you dress tastefully (by lolita standards), don't wear replicas and aren't an OTT sweet lolita going for some hyper-minimalist /fa/ internship, you should be able to wear what you want.

I'm in my first few weeks so I can sort of gauge the clothes people wear. There is a small group composing of most of the male students and a few females who are in to Gosha Rubchinvsivy, helmet Lang, Rick Owens etc styled clothing.
They are the ones who dress the most outlandishly out of my entire class.
Everyone's clothing is very subdued, blacks/whites with subtle details. There are a few students in other years who dress oddly and actually wear some colour, but they do not dress outlandishly.
The issue with my clothes is not that they are cheap (most of my lolita wardrobe is brand) but that the bright colours and large amount of details could suggest that I am trying to compensate for a lack of knowledge, that I don't know how to dress myself, or that I am trying too hard to stand out.
I have received compliments a few times for my more interesting (otome styling of normal clothing) outfits however I can't tell if my classmates are being genuine or sarcastic and trying to see if I actually think my outfits look good.

I wore lolita all through college, except the 2 weeks we stayed overnight in the studio sewing thesis lol. My teachers liked it, and I've even had one graphic design teacher who also bought Jfash (mostly BPN and that sort of gothier stuff. She did graphic design for kids' apparel at Levi's, and I'm guessing she dressed the same way for work). Do not expect to be able to design lolita for projects for school! You will most likely start out doing ready-to-wear collections and not even touch anything conceptual until later on. However, in my experience, teachers tend to like it and see it as an example of good styling. There's been at least one lolita in every year below me since, too, so it's not uncommon. But also do not expect to be able to wear it all the time, because you will be much too tired to even get properly dressed because of the all-nighters you will pull.

Camden is definitely too "messy", gentrified and full of ogling tourists. I agree Covent Garden would be a good area, but since the Chinatown indoor market and Tokyotoys shut down there's been far less weeb traffic in the area.
