I've found cosplaying as something semi-popular (or just popular) and going to designated photoshoot gets friends and thus people to attend cons with.

You start by waiting until your 18th birthday to post on 4chan. Wouldn't want to be corrupting some poor innocent minor with all the adult content on here.

It's really easy to meet people at cons, but it's a tremendous help to have even a single person along so you know you have a friend with you, and someone to fall back on.

Check the anime club at school? Ask other nerds? Talk to people on social media?

Also it's really easy; just like with any event get like-minded friends of you to join.
If you're too spergy too have friends/your friends don't like cons, no problem. Just go on social media of the event and see if there's things like meets or groups for people who have to go alone.
Hell, you can even go alone and tag along with a group there. Esp. in queues it's easy to make friends for life.

TL;DR don't be autistic, and go be underage somewhere else. Impolite sage.
