neptune's hair colour has literally changed everywhere though, in some art it's a light blue, some places it's green, other places it's teal. I've gotten past the point of getting irritated as there's just no consistency in art to get buthurt over it.

You need exact measurements in cm. Scroll down, there will be measurements (bust, waist, hip, height usually) and they will have a corresponding size. Sometimes a L is a 75cm waist, sometimes it's a 65cm waist; since there's a huge difference between these measurements, you can't rely on her fitting into a L or XL.
I've also seen places selling mega shitty clothes that have good reviews because 99% of what they sell is stickers or car parts, so make sure you read reviews specifically for clothes.

The seams are all lump and ugly. Possibly not ironed or improperly interfaced/stuffed with fluff.

Since this is probably you selfposting, learn how to use fusible interfacing and iron your seams. You look pretty but you need to up your craftsmanship. The collar looks sloppy too. I would repattern the entire thing from scratch and make the front wings thicker too, since they look thin and flimsy.

The problem isn't how the skirts look. The luxe group posts as though they 100% make these fukus with no tutorials or reference from other SM cosplayers when it is obvious that they used several different tutorials and just didn't credit any of them.
Now they are trying to backtrack and claim they were "inspired" by all these groups and people they've ripped off but it just comes across as tasteless and desperate.

I've seen other photos of this pluto on IG, from what I can see the collar isn't bad and I think ironing the bow a little more would help it look better.
