It's because it is cheap, comes in odd colors except the b/gray, therefore many people put weird stuff with it or try to do a steampunk mashup, it was re-released and re-re-released in the fatty sizes and has gone on sale multiple times, the OP is both fully shirred and diamond patterned in the bust, a very unflattering combination on most everyone, and it's a noob magnet so their inexperienced coords tend to look not-so-great and there are a LOT OF THEM posted. I've seen the normal sized black/gray skirt coorded very cutely by at least 3 people and I like it.

I'm actually strongly considering buying the skirt during the sale, I've always thought it was a cute print.
However, it comes in unusual colors that are a little tricky to coordinate. It's also very minimally trimmed so the rest of the coordinate needs to be stronger for it to look good. Basically, this is too much for a lot of newbies who buy the dress to manage, so most of the coords you see with it are bad.
