definitely not pax - pax peels have a kind of rubbery rounded beading quality to them. plus there's patches on the upper should where it just looks faded away - pax is all or nothing and wouldn't be muddled like that. It's definitely just craft paint.

I can't upload from phone but look at Shinji from Bleach. It's sort of that art style in that character that as horrifying as it would look irl would've been amazingly captured in that very cosplay.
