I think the buttons are meant to be the start of an underbust. That might be why there's a dart in the white area above it. Definitely needs to tug the top down but this is a bought cosplay so there'll be a difficult between Western body length/boobs verses asian made cosplays.

The cosplay IS pretty bad with a lot of missing details. People who cosplay from LiS usually don't pay attention to the smaller details that make the characters really unique.
