Not a tutorial but Noble-of-Shadows always has really striking and beautiful makeup - it never has that super harsh goth look despite the heavy eye shadow etc, I think it retains a softness that works really well with lolita.

Collageanon also has some really neat Halloween ideas.

I've also always thought that 1920s and early 30s make-up lends itself really well to Halloween appropriate makeup for lolita, it's dark and heavy but still very feminine and quite doll-like.

I already had a Gryffindor tie, so I decided to go kind of lazy and do a Hogwarts student.
This is pretty much how I was planning on putting it together except the vest and the JSK are closer matching blacks and the shirt is more white in person.

Ah I found the image on google. It was what closest resembled how I did my hat. I got a regular velvety witch hat and sewed wire on the inside so I could fold it and give it that same look.

the lighting/editing in the photo has brought out all the warm tones and the skirt of the dress casts a bit of shadow/prevents a certain amount of light from hitting and reflecting off her legs. The girl in question isn't pale anyway and quite tan. Mystery solved, you can go about your day now.
