If you were more into sweet some of AP's newer releases have been pretty short. Oldschool skirts might be your best bet, they're kinda made for people your height. Don't know if you'd fit into older jsks/ops with your bust.
Don't be discouraged though, get some nice cheap brand that you could carefully alter (luckypack stuff or something around that price range) or plunge into Taobao's custom shops and see how it goes. You'll be fine. Go revive the dying goth side of the fashion.
