Study some fashion anon, that would be literally impossible. Flappers are supposed to have super short, not even remotely poofy skirts. It can't ever truly blend. The biggest challenge in blending 1920's flapper fashion with lolita would be like you said the lack of poof, as the ideal flapper silhouette is narrow and almost geometric.

Flapper might not be much of an option but the robe de style might be something to look into. If you shorten the skirt a bit and keep the loose, low waist poof, I think it has potential.

It's very possible to make something flapper inspired, with fringe details and lots of gold jewelry. The biggest concern I would have is the lack of shape in the bodice/exposed shoulders, but I'm sure someone crafty can work around it.

If any of you are interested in sewing, Frances Gimble's Fashions of the Gilded Age has an abundance of wonderful patterns for victorian day and night bodices and coats. If you're after something Rococo, Janet Arnold's Pattern of Fashions have some incredible patterns from the 18th century.

Scan those suckers, blow them up to regular pattern size, print, do a mock up to fit yourself and have fun. I'm working on a fully boned OP inspired by the white Robe Anglaise from the Marie Antoniette movie. I got the MaryMagdalene OP inspired by the Chemise a la Reine and I wanted something with a bit more structure.

The photograph, unfortunately, is not entirely accurate. As with a lot of Mary Magdalene dresses, what looks to be a nice clear white is actually more of a beige/ivory colour. I found it actually didn't really work with the dress.

I think it could be done with some low waisted dresses, for example some of the ones VM has put out. But it would still have to at least partially break either the silhouette (pettiless) or the exact flapper look (by adding volume).
