Yo seeking some advice.

I saw this skirt for super cheap on some site and I think the pattern is really cute. However the lace is GROSS and the elastic looks pretty echk too. What could I do to make it look not so awful? Pic related, sorry for the awful quality but I'm on my tablet.

Since its already a cheap skirt it wouldn't be a big deal to just replace the lace with something more your taste, and with the elastic it could be easily covered by certain blouses that don't look messy untucked or a even a simple cardigan would work

Can you sew?

If so you can take the lace and elastic off and replace with something nicer.

If not you'll have to find a seamstress.

Also this looks short. Be careful that is it not to short for lolita.
