Quick lesson on why these girls in this style of dress is disturbing for a lot of people and tends to cause unease. The Subculture of lolita began in the late 70s , and is inspired by Victorian-era clothing. The shape and silhouette are all reminiscent of this period. Victorian Fashion was an accessory to British Culture in the 1830s to about the 1900s. This period is also synonymous with Chattel Slavery in the United States. One begins to understand why it would seem odd for an African American Woman to dress in a European inspired outfit of that time period. In loo of the historical implications. It is shocking to see a black woman walking around in a large petticoat and blonde wig mimicking her ancestors slave owners.
That being said I wouldn't go so far as to say that black people are terrible at J-fashion (speaking in absolutes makes me very uncomfortable.) I would rather say that they look odd/ out of place dressing in that style. It's not so much that they are dressing terribly because their white counterparts seem to miss the mark the majority of the time too. It's that their white peers don't look AS out of place in period-esque attire. It is important to take a step back and understand what you are seeing. Despite our rapidly coagulating society there are some historical undertones that can make things...weird.

Jfashion looks weird on white girls too. It's not a skin color thing, there's a reason it's called Jfashion. Used in Japan. Most people born in Japan are Asian. You're used to seeing jfashion on Asian girls because that's where it was invented.
