She might have a shallow bust and the bodice is just meant to sit very high on a small bust. I have this issue often but I use a corset and put my bra straps on the highest setting to get the girls up in there and look decent. Though this only works if there is enough room in the dress to get them up in there. It looks like the bodice is so tight as it is I'm not sure they would even fit if she could get them in the bodice, and they might just be completely flat boobloaf.

I know the issue here. It's because the straps are not adjustable and look to be on the short side. The bodice only stretches horizontally, but there's no vertical accomodation. Usually setting the straps on a lower setting helps if you are bigger in the bust. But if the bodice is made for a b-cup, no amount of shirring will make it sit lower if the straps are set at a length to put the fullest part of a B-cup bust into the intended boob pocket of the bodice. It could be fully shirred, and with those straps, probably sit the same way on her.
