I'm wanting to put together a (bought) Demoman cosplay from Team Fortress 2.

Other than commissioning some random costumer to make the vest, the main part of the costume, how would any particular variation of paint-ball and/or tactical vest work?

And what about the grenade launcher?

And I do have a novice skill and making items, so the grenades should not be a problem.

In case it matters, I will be wearing a Stewart Royal Red tartan kilt in lieu of pants.

If you want to maintain some of the cartoonish look and proportions of the vest, you could make it with EVA foam. Approach it the same way foam armor is done, but give it a matte finish instead of a high shine, and it should work nicely.
I don't think a paintball or tactical vest would work as well, as they aren't as simplistic in design as Demo's vest is.

I am making Flonne from Disgaea and I'm thinking of what shoes to use for her. Most people seem to go with regular red heels, but I always think that makes the cosplay look too top heavy, since her shoes are very bulky in the artwork.

Do you think a pair of shoes like these would work? I have a pair just like these, and it would be nice to be able to reuse them. I know her shoes doesn't have straps but I need straps due to very narrow feet. Or should I just go for regular pumps?

Hey guys, working with a friend on pic related. She's the one who's experienced with cosplay, not me.
She thinks that making covers for my shoes out of vinyl will be enough to look like the boots in pic related, but I'm not convinced and I'm secretly worried that it'll look like shit if I try to do any poses that show my feet prominently. (It's my first cosplay as well as my first convention, and she assures me that there will be people who will want to photograph me).
What does /cgl/ think? Should I go rogue and attempt to thrift something that looks similar, buy actual boots that'll look like these, or just go with the boot-covers? If I do go rogue, what kind of boots should I be looking for? Thanks in advance for any advice.

Well, making bootcovers isn't a novel idea. You can google images of it if you want to know what it looks like. You can of course also look for boots that resemble the ones in the costume. I personally prefer finding shoes that already resemble the cosplay rather than making bootcovers, but sometimes they (the boots) are hard to find so it's easier to just do bootcovers. If it's made well, it shouldn't look off.

So the bulk of gilgamesh's sword, Ea is a black tube-like construction cut into 3 parts that spin.

I have a long black pvc tube that it about the right thickness, but how do I cut it into an accurate shape? The shape of the black part gradually thins out at the end like a long cone. How should I cut my tube so that it doesn't remain in it's uniform thickness?

You can't really take a hollow tube and taper it to that shape, as the thinner parts will not have enough support and it will collapse.
The best way to go about this is to get a thinner pipe, about the thickness of the handle, and build the cones around that, instead of trying to thin out a larger pipe.

I've got a problem with a fabric that's almost the right color but not quite, and I was wondering if I could get some advice with dye. I'm trying to make pic related's jacket, and I found a 100% cotton twill that's the right blue/green balance but it's not dark enough. I think the color looks fine as it is. If it really bothers you, then yes you can dye it with watered down dyes, but test it before hand. cut some swatches and try out different mixes to see what you like best. And remember that it is not just the concentration of the dye, but also the amount of time you soak it.

You cannot taper a pipe. Imagine this is a cross section of your pipe. If you try to shave or cut it to a cone shape, you will cut through it.
What you should do, is build cone shapes around the center dowel out of foam or something light weight.

Since it looks like the skirt material would be quite thin and not meant for being faced/lined, I'd personally draw the scallops on the fabric and use a soldering iron to slowly precision-cut them all out. The soldering iron has the added bonus of heat-sealing all of the edges in the process by melting the plastic.

I'm not sure if this is the best way to go about it though. Perhaps someone else will have a better idea.

Kinda undecided on what direction to take with Tiki's dress. I'd suggest Google or Wikipedia for specific Japanese armor terms; that's not an area I'm really familiar with yet. In case the MS Paint text is hard to read, here is the list of terms:

This is gunna sound a bit weird but there is this waterproof lipstick I got from china and I tested it on my hand and this shit does not move at all. It took a lot of rubbing with a good makeup remover to get it off.

Get a length of narrow pipe, cut out diameter discs for the ends of the tapered sections, and attach them to cut pipe and then work out from there. This will also make engraving the marks easier, and you can even light them up.

Finished doing my first cosplay "armor" out of EVA foam and I'm pretty satisfied with the results.

You can glue down the boot covers instead of attaching by a strap, though you can still sew elastic bands across the bottom of the covers and they shouldn't show if the covers touch the floor. I've had good luck with E6000 for the gluing method.

Air Dry Clay is very light and can be sanded down. Sculpy would also work, but larger pieces can get a little heavy.

The elastic method will work for flats as well, but if you go that route, consider making a bottom piece on the toe end, and coating it with plastidip, or some sort of rubberizer to keep the fabric from getting chewed up,
You could also make them permanent covers like >>8252898 suggested, but if these shoes are going to be sacrificed, I would instead sew velcro sections around the bottom edge of the shoe. That way, they can be used for several boot covers, you just need to put the other half of the velcro on the inside bottom edge of your covers, stick them into place, and you're all set.

As for the type of fabric, it all depends on the look of the shoes your trying to make.

Stretch fabrics are great, since you can fudge a lot of measurements and still have it perfectly stretch to fit, provided that you know how to sew and work with stretch fabrics. Non-stretch pleather/vinyl is generally difficult to work with due to the curves and hard-to-iron spots. Making the covers out of the same type of canvas will likely make construction easy, since it's stiff cotton-like material, though whether or not it'll look good will depend on how well-fitting they are (no lumps or excessive wrinkling when fitted over the shoe) and how closely they resemble the source material or match the overall flow of the costume.

I tried it on and I found the fit way too small; I understand the fit is snugger than regular wigs to keep it from falling back but it is tough getting it to cover my head (and I have short and fine hair, so hair volume is no problem).
