I can wear a 25cm or a 25.5cm. These fit with a little room in the front and my toes had wiggle room, but not uncomfortable. Never actually got a chance to walk in them, though. I've shared shoes with others who were exactly 25.5cm before and they fit the same as these do, so I'd say you're good.

For the US: Tracked would probably only be ~$5, I find this takes around 2 weeks. Priority is $12.65, which comes in ~2 days in the continental US with tracking.
For international I would only do Priority.
