I think the blouse looks cute with that apron skirt. I think the shoes and bag are the biggest problems. If she had heels or even just oxfords and one of those brown biscuit bags, this would be a much better coord. Straightening out the front of her dress and tucking her blouse in more would also help.

It's definitely wayyy too short, even for a salopette. Salopette 'waists' are supposed to hang around the hips but she's so big that it's bunched up around her actual waist, shortening the entire thing. She might also be a tall person.
It looks like her underwear would be visible if she bends over even slightly and that's a huge no-no.
