I wear lolita as normal clothes all the time, and I get tons of compliments. My SO went to a local chocolate cafe without me and all the girls there asked where I was because they loved my outfits and were jealous of my clothes. So, it can be pulled off. It just really only works with plainer classic / goth styles, like a lot of JetJ's stuff that barely qualifies as lolita anyway. Anything really lacy and sweet will likely just look frumpy and weird without the ostentatious lolita extras. I feel like otome kei is really the only acceptable look for sweeter casual clothes.

Nobody wears alternative clothing where I live, but I go out wearing it anyway because I want to enjoy myself and do what's fun for me. This. Mori is one of the few j styles that look good at any age. Dolly kei is another. It just depends how you style it.

OP's photo is an ugly way of doing this. I think types of "casual lolita" can be done in this way -- take one of the simpler JSKs or OPs, add a cardigan, (maybe) legwear, and shoes. Pic related is one of my favorites.

Personally, I've worn my Cosmic skirt with a non-lolita blouse to dinner and my Cosmic OP with a belt to work. I like to non-lolify some of my items when I'm going out.
