Its nail acrylic. The same stuff the nails are actually sculpted out of when you get nails applied at a salon. You need a liquid monomer that you dip a brush into, and a powder polymer that you pick up with the wet brush and they form the acrylic. Its actually very fun to play with once you get the hang of it, and dries very quickly. I've decorated phone cases and stuff with it.

It would be really tricky to do on yourself unless you're already skilled at it and also happen to be ambidextrous. The easiest way to manage it at home though would be to make them as press ons, so you do all the work on the nail and then attach it to your hand. Also I think they put a layer of gel top coat over it based on how smooth the finish seems. Its useful over acrylic deco stuff and crystals because its thick and makes it less likely to catch on anything.

If you've never worked with acrylic powder before, get yourself a piece of laminated paper or wax paper or something and practice the stuff in >>8049743. That's exactly how they taught us in beauty school because you can just flex the paper and it all pops off cleanly.
