I'll go through it step by step:
1. Find photo of nice eyebrows
2. Paste into photoshop
3. Cut out any unnecessary parts from the eyebrow photo if any so you just have an eyebrow.
4. Desaturate the eyebrow photo layer
5. Play with levels so any skin in the photo is white, and the eyebrows are dark and visible
5. Set the layer's blend mode to multiply/any mode that sets the white's alpha channel to transparent.
6. Use the free transform and warp tool to adjust the shape of the eyebrow to fit the face.
7. Apply a layer mask or just use the erase tool and erase any parts if needed.
8. Use same method for other eyebrow.

Voila, nice eyebrows.

This is a bit of a unique case, so while I can still use optical illusions, i won't be taking the same approach.
While her body is fine, her face is what needs work. So I figured, why not just work with what we have? Since her face is the problem, i've simply removed it. This is an optical illusion where because the face has been removed, your mind automatically fills in the blanks, replacing her face with the most beautiful face you've ever seen.
