That girl sounds like a newbie who is overly eager to flaunt her totemo kawaii rorita knowledge. Plain tights are perfectly okay and IMO even preferable if the dress is very busy. Depending on the coord it can be nice to have something with an interesting texture rather than completely plain, though. Although I've seen some girls wearing plain but boldly coloured 'statement' tights which didn't really work at all and brought the whole outfit down.
That said, plain white or black is always a sage choice. Simplistic maybe but not ita. Simple white tights and knee socks have been a staple in lolita fashion from the beginning, how can they be ita?

It really depends on your coord; I've seen this being one of the things often picked out on both the ita and nitpick threads. >>7813390 up above is wearing solid colour tights that makes her coord worse since it emphasises the blue doesn't go together with that lavender (it's not even the same shade to boot).

Also keep in mind we had a brief spell where girls went cheap by getting their (unsuitable) blouses from office clothing shops and bought solid tights instead of burando OTKs, so some older lolitas still associate it with being a cheapass, which might be where your girl is arguing from.

Granted, if your dress is AP-tier busy, pairing it with a very busy printed pair of tights can be too much. But I would say neither answer is correct, it all boils down to the specific coord.
