If by northern scandinavian you mean winter storms and ice, no, you can't find specifically lolita shoes/boots for that. I have tried. Plastic boots are just too cold and slippery, it's just better to buy the prettiest proper winter boots from a local store.

But if you really want to try, Antaina makes custom shoes and they have shoe soles with a better grip and they offer leather and some sort of warm material for inside the shoes. I personally haven't bothered with that yet. Maybe one day? Antaina can be hit or miss though.

Secondhand smoke isn't going discolour your clothing if it's just an occasional, passing thing. If they were regularly smoking in their dress, or if you lived in a house with people who smoked indoors, it could become a problem. Even then, regularly cleaning the dress properly and a good airing out would probably fix it.
I've received a few dresses that smelled pretty heavily of smoke, and after having them cleaned and airing them out, they were just fine.

I buy accessories about every month, usually when I see something cute in a physical store or on etsy.

You generally can't do unpaid internships if you go this route (though tbf, I can't afford to do them anyhow), but you can still do classes, school work, etc.
Outside of internships, how much time are you actually spending on classes and homework/studying? Max for classes should be 18/wk (in the US, at least), and while you supposedly should spend 2-3 times that studying/doing homework per week, most people I know do not.
To be honest, the most I've ever studied/done work at uni was probably 20 hrs/week, and that was due to taking 2 languages at the 400-level, an upper-level lit class, and an intense research seminar.
I still found time to work, have a small social life, and wear lolita.

This is something that's varied hugely for me over the years depending on finances/how often I get to wear it. Initially a new-to-me item (bodyline/second hand) was a once every three to six months sort of a deal, I also made a lot of my clothes then.
Once I started having spending money but still had my weekends off, I had a 6 month period of going mental on second hand sites and basically had huge orders coming every month, probably a parcel every week at least, but still mainly ordering second-hand, bodyline, from sales, and taobao items.
I then decided I'd actually get some order into my wardrobe and gradually decreased the amount I bought and increased the amount I sold. At first (2 years ago), I bought a new main piece every three or four months and would pick up a few little things in between.

I work in a car factory in the paint department. I NEVER get to wear my normal clothes. It makes me really sad. Isn't it the same lavender that AP usually uses? I don't have this specific parka, but I have a few lavender AP dresses.

I've lucked out in finding lavender hair accesorries, jewellery, a lavender cardi from Dorothy Perkins and lavender sandals from Jelly Bunny. I've also seen light lavender bags in Braun Buffel stores nearby, and Jelly Bunny carries shoes and bags, it's just a matter of finding their physical shops that carry them. The Dorothy Perkins cardi is the only one that is a bit too red to be a perfect match, I usually wear that one with a pinkish coord.

As for lolita-specific items, I find that An Tai Na (taobao) has a lavender that matches okay with AP lavender.

If you're really having problems finding ways to coord this, why not take it to the coord help thread and ask for ideas in coording the parka without matching shoes and socks? The lavender goes really well with AP's navy items, if that helps.

What do you guys do when someone who knows nothing about lolita wants to get you something as a present? Lolita and sewing are pretty much my only hobbies at the moment. My boyfriend really wants to give me a birthday present but the only things on my wishlist are brand (expensive), Taobao or indie/custom items (complicated to order from) or sewing materials (very specific). I figure the easiest thing would be to point him to an English brand site like IW’s and say “look, this is what I want” but I have no idea what his budget is here. I just received the VR corset jsk today only to realize that it is a great deal shorter than what I originally anticipated. I actually think this could work really well, as the JSK doesn't have a ruffle. So adding a nice chiffon ruffle could look really nice and matches the the feel of the dress.I think it's harder to add more ruffles to a dress that already has a bottom ruffle, as it could be too much.
Chiffon looks best, though, as you don't have to match the color and texture of the fabric perfectly. I'd also use a offwhite or black chiffon, because the reds could be hard to match. Otherwise, you could just sew an underskirt so that you can change the look of the dress everytime you wear it and keep the value of the dress. That's actually the best choice, I think.
