Sorry this is going to sound like a magazine article, I was asked this question recently on my blog and I'm paraphrasing that answer to remove the basic stuff like "your shoulders should be covered", etc.
In terms of silhouette, otome lacks the rigidity of lolita (even casual lolita)...and while some dresses by ETC, Jane Marple, and other otome brands look nicer with a small petti it's not required because you're not trying to make a specific silhouette that defines the fashion. You're still going for something you can describe as "cute" or "feminine", though there's also a kind of "cozy" aspect to otome that lolita doesn't necessarily have to have. There's more freedom to combine patterns, textures, and colors (and solid colors are a-okay, prints obviously aren't required).
Though these lists aren't set in stone, there are some common motifs that fit this kind of "cozy" aesthetic. Think of things you would see in and around cottage in the forest: cutlery, teacups, mature sweets (no rainbow lollipops), berries, kittens, card suits/playing cards, florals, mushrooms, deer, rabbits, etc. Some otome coordinates also draw from a more 50's/retro aesthetic, which means ice cream cones, poodles, bicycles, polka dots, etc (ETC's new designer draws a lot of inspiration from this time, they recently released print with cute laundry on a clothes-line, as well as a vintage movie popcorn print). Common textures include soft knits, lace, lightweight cotton, and chiffon. While otome is generally considered a more spring/summer fashion, cool-weather otome coords can utilize fur, comfy scarves, thick leggings, and boots (and tend to feature jewel tones, rather than pastels). Rules about shoes and legwear seem to be really similar as lolita; shoes should be closed-toe and some kind of socks or tights are required. Also, accessories and headwear tend to be understated/minimal.

To me, personally, a "casual" outfit is one I can almost blend into normalfags without losing the lolita silhouette and with minimum rule breaking (such as bare legs or no headwear, for instance).

What are the guidelines that make something casual? I have been applying those terms to lolita in the same manner than I would apply them to any other fashion, but it sounds like that is incorrect.

Previously, I had not even paid attention to whether I was choosing a cardigan over a blouse, limiting the number of accessories, forgoing a matching bag, or trying to "blend" as normalfash. Instead I was focused on the overall look of formalness vs. casualness (within the "crazy outfit" lolita spectrum to begin with), while maintaining basic lolita guidlines/silhouette.

For example, if I wore CDC tiered jsk with sheer navy tights, solid color bow heels, tiara, necklace, 2 rings, and a flouncy chiffon cardigan with hair down and curled, I would consider this NOT casual lolita. There are not a lot of accessories or patterns, it has a cardigan, but you look like you are a lolita who is about to go to the theatre to catch a performance.

If I wore Fruit Parlor jsk, with 4 rings, necklace, 2 bracelets, hair clips, headbow, hairbows, hair in ponytails, blouse and no cardigan, frilly socks, and a matching bag, and wore flat bow shoes and a cropped cotton jacket, I would feel a lot closer to casual. It has a lot more items to it, but I don;t look like I have tickets to the symphony, I look like I'm about to meet some friends at the net cafe or go shopping at the local strip.

Does that make any sense, or is it just way out of left field? Even though my friends consider all of lolita pretty dressy, even they have solid opinions that this outfit is formal, this one is regular, this one is casual, and so on, but perhaps that doesn't even apply since we don't mean casual as in opposite of formal, but rather a substyle.

protip: if you break a rule, it's not lolita anymore. Headwear is more of a guideline if you at least bother to style your hair/wig nicely, but completely bare legs (without even so much as ankle socks) and/or bare chest/shoulders are a strict no-no. IW doesn't put out a lot of pieces that are way OTT by themselves (like AP's Wonder Queen), so with the bare-minimum amount of coordination done in the stock images I'd say this stuff definitely qualifies as casual. When you're trying to sell a specific item, you don't want to distract your customer from that item by cluttering a coordinate with a bunch of other items. Stock images that show the item worn by a model are going to be basic as fuck because they're not trying to show off their coordinating skills, they're trying to focus your attention on the item they want you to buy.
