If you roll up the waistband a bit, it works. VGD is what I recommend for newbies or people testing the waters who don't want to drop $40 on a petticoat, since they're like $15+shipping on ebay, work decently, and make great filler/layering petticoats once you've got a better one. I put mine under my CP petticoat for maximum AP-level poof.

I have a skirt that came without waist ties, the seller was upfront about it and gave me a decent deal as well. Since it's a semi-rare print in the most popular colorway I jumped on it. It doesn't affect how I wear it anyway.

Some people take them off because they wear a cardigan or something over the top and don't want it to be lumpy, or just dislike them. Or for storage, so you don't have tons of hanging bits. I store mine by threading the hanger hook through the button holes.
