Every costume I've seen has taken the proper steps to ensure modesty.
MOST costumes I've seen take EXTRA steps to create some relative decency.

These flavour of the month shows attract the attention whores that horror stories are about; if they don't explicitly say, "No, you can't wear these cosplays," someone WILL show up in as little as possible. They're covering their asses. People seem to forget Momo is a very family friendly con; it's not like D*Con where it's mostly an older crowd, and you can get away with having your goodies out- there are children there, and they can lose a lot of revenue if parents decide that it's too inappropriate for their children to go to the convention.
