More than one sale around that price, I think, unless the piece is extremely rare on the secondary market and there aren't other sales to compare it to. There are always right place/right time flukes that are outliers in the general trend of value. If you're after a search term for the auctions, I've only heard then referred to as headdresses (ヘッドドレス).

I think most of these are tied on, you can tie the ribbons behind your head instead of under that chin so that the ribbons don't show in photos. It does require a few extra hairpins so that the headdress doesn't slip backwards is all.

Instead of headbands or tie-ons, Baroque has made a headdress where the comb is in the middle and there are two clips on the ends of the headdress, but their headdress is a different style from your images
(http://lolibrary.org/node/13920 -- you can see the headdress on the model/dress form).

Lolibrary search tells me they get re-released at least once if not twice a year, and they always have other styles (I used to have a cute pink one with charms at each end from them, it was adorable but looked silly on me).

As for a headband, remove or hide the ribbons- then for a permanent headpiece I'd suggest finding a cloth headband and sewing it to it. If you want something less permanent (ish) a couple of little elastic loops at either end so you can thread it onto the headband.
