Biggest issue is the blouse and corset. The blouse is a work blouse--while it sort of has puff sleeves (they're not sitting on her arms at all though so that's no good), the deep "V" neckline and the collar is not remotely lolita. Especially sweet lolita. She needs to get a white blouse with better-fitting sleeves and a higher neckline--most likely with a peter-pan collar.

Corsets are typically acceptable...in gothic/aristocratic and sometimes classic coords. (Ero as well though no one really does that.) I personally haven't seen them use successfully in sweet, since the very idea of sweet is not the idea of elegance.
That said, the corset she has on cuts the skirt off at an odd place (skirts go on the natural waist, but the corset has pushed it down), taking away from a good shape. It also looks like it has a garter attachment for socks? Or is that the ribbon? It doesn't work, either way.

The rest is more nitpicking than anything--wig is fine, but headband is more classic than sweet, socks are basic and could use lace or something but aren't too bad, etc.
