Bandaid tool all spots, when a large area is effected start from the outside and work you way in (remember to use proximity match not create texture) After this step it should look like pic related. Then from here adjust levels, ect as normal then select reddened areas with the lasso tool. Adjust the hue/saturation until it is similar to the rest of the skin tone. If you are scared of getting a solid line where you selected the redness then create another layer before you select the area and work on the upper layer, select the area with a bit of cushion room around it. then when you are down use the eraser tool with a feathered brush to get rid of the hard edge.
Hope this helped, I don't really photo shop very often. Oh and this way is hard to use on low resolution pictures.

You're super pretty. I think the key to CPK make-up, in my opinion is to create a flawless foundation finish, correct dark circles etc and then add the shadow contouring etc in afterwards. It may sound odd but I think doing this prevents you from looking sickly in the 'wrong' way rather than like a ever so slightly creepy, cute vintage doll. If you look at Japanese make-up scans for this style, this is the approach they seem to use.

I think that's harsh man, I admire her strength, no doubt she's seen endless backhanded compliments about how 'she might be quite cute with some plastic surgery' but she continues to do what she loves. Ok so she's not a classic beauty and has an unusually long, thin face but I think her strange looks kinda help her to stand out. Fashion should be about enjoyment and expression, she dresses well and puts effort into her look. Fashion isn't just for the beautiful people, the idea that those that don't fit the ideal should just skulk away in the background is unhealthy and unrealistic. I think she's awesome.

There are plenty of Photoshop tutorials available with a quick google search, or through Photoshop itself. YouTube is fairly helpful when it comes to specific things. I can give you some pointers, but a lot of it comes with time, knowledge, and an artistic eye.

Changing face shapes, depending on how severe it is, can be done with liquify (filters>liquify) or by stealing someone's chin or something, if the requisite change is drastic.

Smoothing skin can typically be done with tools like spot heal, clone stamp, or patch. In later versions of photoshop, content aware fill is incredibly handy, and works in a similar way. Content aware move as well.

Hope that will at least point you in the right direction. Remember the three big G's when it comes to learning Photoshop: Google, Google, Google!
