I model for a small clothing company, so I can't say if its the same across the board, but we return the clothes afterwards, they wash it, then resell them. If I've ever stained it or damaged it, I've bought it, but I'm not sure what they'd do if I had returned it to them like that and they didn't know who's fault it was. I never thought anything of it, since if I bought things from department stores or the like, I expect that they've already been tried on many times.

I think once you get over a certain age (19) you have to pay for education. Some places do get filled up and can get quite competitive (according to newspapers). The thing is as she's 16 and has no GCSEs apparently she wouldn't be able to go to college/6th form to do BTECs or A Levels so she'd have to do a course which allows her to qualify in GCSEs (Maths and English are required). Basically she won't be able to join the equivalent age of education. I'm not 100% how homeschooling does work though. There are exams which you can pay to do. All this talk about Venus' school... ok here is the deal with UK schools. After the age of 16, you're not legally required to be in education anymore. When Venus moved to the UK, it was November 2011, so she'd have been 14 which means that legally, she'd have to be in full time education. Because of this, she'd have been able to get into a public/state/free school if they'd tried. In some cases, certain schools may not have space for new students (especially good schools) but they will put you on a waiting list so you can get in. That being said, there will definitely have been more than one school that would have had space for Venus.

With home schooling, you have to tell the local council that you are taking your child out of a state school and they will often perform a check to see if you are teaching them properly. Now, this is where it's a bit fishy. Because Venus isn't originally from the UK and wasn't originally enrolled in any schools, I'd only assume that she fell under the radar since I doubt her mother would have told the council about it. Remember that there are several conflicting things said where they say there was no space (bullshit) to the fact they didn't believe in traditional schools (various UK newspaper quotes).

Regarding school costs, private schools cost, state/public schools don't. If you're aged over 16 then in SOME cases it can cost money. If you do not have GCSEs and A Levels, you can actually do them for free (even if you're in your 40s, there's a funding scheme for doing at least your English and Maths). For some courses, you can get funding especially if your income is low.

tl;dr, Venus, even at 16, probably can get free schooling due to the fact she doesn't seem to have gotten any formal examinations.

She was about to get in contact with schools in the next county until one of the local ones contacted back literally days after saying a pupil had left, so the space was free. Actually, if you've never been in the UK schooling system, you don't have to go. That's why a lot of parents take their kids out during the Primary to Seconday transfer period, you're only obligated to go to school if you're in the system. If you're out the system, having never entered or left during the small window, legally you do not have to go. The legal parts like informing the council and being checked are only if you're removed from the system outside of these times.

I was taken out of state school at age 11 during the transfer period and homeschooled. We did it where a bunch of us were taught by tutors and parents because the local school was rather naff. One girl joined halfway through Year 9 and she caused all sorts of problems because she was then subject to these checks and such.

Basically, if Venus never entered the UK schooling system, she's not legally required to. But the excuse that no school will take her is bull as there are so many schools in London and you have to be placed if you ask for a place, just maybe not at your choice school. The cost thing is also a lie as, like you say, schooling is free. I took my GCSE exams at the local school for free, just had to keep in with their schedules and enter myself, but cost nothing.
