The basic concept is applying other colors first to neutralize the colors present in the tattoo. I recall something similar being done with yellow tones to cover up a mostly blue/black toned tattoo.

I know this is old but figured I'd add in here since people are still using this.

You need to use the opposite color to cover it. Use a color wheel (find a detailed one online and save it). Find the color you need to cover on it, and go straight across to the other side of the circle and thats the color you cover with. Yellow and purple neutralize each other, same with red/green and orange/blue. Black is tricky but its usually got a color base (blue and brown are most common) so go from there. Neutrals like browns are easiest to cover, you can just go lighter generally.
