I have the same problem. Its not really about the thickness, its all about the form. You can have massive legs, but if your are thin on the right spots (ankles, knees..) it will look good.
You dont have nice formed legs, just like me. Stay away from tigh highs. Of course you can wear them, but it will never look good and anything beside that would be denying... but hey, I got good news. Exercise and it will all be good... trust me. Jogging 2-3 times a week will give you nice legs

I bought a few thigh highs from there and they fit fin with 25 in thighs. of course they're going to hang a little lower cause my calves are big as well.
If you have a garterbelt it should be fine though

Thick ankles won't magically go away because of building muscles. Sure, weight loss will help, but my legs are just not built slim. Just like my boobs will never fit into a MM dress, because no matter how much sports / dieting I do, they're just build large.

agreed. I personally do a lot of leg work (mostly road cycling). legs may start to -look- massive for maybe the first month of starting out a legwork regimen but after over a year of continuous cardio with leg workouts, they eventually trim down and the changes are noticeable during rest periods. Now my legs only look "bigger" when I'm actually doing the workout but during a normal day (or rest day) they look normal.
