Yess. Unfortunately most of the fashion eras I'm obsessed with (1920's, Regency, Byzantine, late Medieval/early Renaissance Northern Europe) don't translate well to the lolita silhouette at all. It's from Vivcore but not available anymore. There was a big drama bomb when some girl bought one and gave it a negative review, then the designer came in and said that nobody should replicate it because she designed it after years of research (even though it's just a basic short chemise a la reine that seamstresses and costumers have been making variations of for centuries) and Vivcore slowly faded from the lolita scene after that. Now she makes custom retro 50s type stuff.
Your best bet is to just commission one from a seamstress.

The answer to questions like this is always: nobody will care that you're new if you do it well. You can show up with a frilly eyepatch, huge tricorn hat and deco'd wooden leg to every meet and people will still like it as long as you look ridiculously fabulous. Thing is, mostly people can't pull this off. Especially not beginners, which you're probably aware of if you're asking this question. And yeah, it's definitely better not to go overboard if you're not sure you can ace it.
I suggest you look at AAtP for inspiration. Their stuff is still costumey, sometimes overly so, but it's undoubtably lolita. Of course you don't need a full AAtP outfit to be acceptable but you can use their look for reference when you build your wardrobe. If you're not yet confident in your coordinating skills, start with very toned-down outfits with a piratey 'feel' and work your way up from there. You can always ask for advice in our coord threads.

Why are you trying to combine all of that together in one outfit? You've got steampink, plus lolita, plus pirate, plus gypsy.

You are probably into this idea that such a combination is unique, which I guess it is. But you will look like a hot mess. You'd be trying to mash two themes and two fashions all together, and nobody -- not even people who like steampunk and lolita -- will recognise who you are trying to be. If you take two themes (especially themes that have no direct relation to each other, such as pirate with gypsy) and run with them, viewers will try to figure out what they all have in common, and will very likely fail. Accessories, boots, clothes, all pieces give signals to viewers of what the outfit is, and you can only wear so much at one time in a themed outfit. Doing two themes will just decrease the signalling effect. If you have to explain who you are at a steampunk convention, your outfit fails.

Not to mention, lolita aesthetic has a certain “polished" look, and balancing it with the grungy steampunk while still making it look good is a very difficult thing to do.

I think you would have better luck just on building a pirate lolita coord, or a military lolita coord.

This is going to sound weird and selfposty but that girl's face really suits the no/minimal makeup historical look. She really looks like the sort of lady you'd see in an old oil painting.
