For a real story, I had some guy try to take upskirt photos of myself and some other lolitas (and muttered about how 'wrong' it was afterward). It boggles my mind, because you only see pettis and bloomers, but maybe it's some sort of fetish thing. I don't know.

In my 10+ years of being a dude going to conventions I've met more than a few pitiful schlubs who think that conventions are like some private buffet for them to pick up chicks, but hilariously enough, most of their stories amount to "So I was talking to this girl all weekend long and then she ditched me!" or "I was just about to take this girl back to my hotel room when some other guy swept in and stole her!"

It's sort of funny watching these fat, dumpy sacks of shit pretend to be smooth pick-up artists who are just wooing the ladies left and right with their ratty clothes that they've been wearing since middle school and their early thinning hair and neckbeards.

All that said, nothing at a con is creepier than the female weeaboo hambeast who keeps shouting or even forcing other cosplayers to kiss, makeout, or slut it up for their OTP photos.

I've seen too many photoshoots ruined by girls like that.

You can talk to girls just fine, it's normal interaction. Don't stand too close, don't stare, don't ask ridiculous questions about sexuality even if they are wearing a sexy cosplay.
I think the easiest way to talk to people at cons is while waiting in lines. Ask after a while "hey do you have a tumblr?" or facebook or maybe 'can we exchance emails?" No phone numbers or attaching yourself to them the rest of the day. Exchange info and let them leave.
Also, a gimmick of what kind or what? Sorry to break it to you but people at cons are either regular people who just happen to like these things or the 'gimmick' people, the really crazy ones.

I've honestly never met a girl in my con scene that freaks out about a guy complimenting them, unless the guy was piling it on thick, or they're some kind of drama whore, and I'm in the 18-mid-twenties crowd. Never just assume that a socially awkward person will just miraculously turn into an extroverted butterfly because you told them to "make small talk!"

As someone who deals with socially retarded teens constantly because I work in video game retail, I'll at least point out a few of the things that I see the most often that so few awkward people seem to realize they are doing.

Never linger around hoping a conversation will suddenly get better. Seriously. Don't just end up standing around waiting for the other person to say something that will suddenly make all that awkward anxiety vanish. If nothing is happening, politely leave, say you have some stuff you need to do, and head off. Don't just expect things to suddenly click on their own if they haven't already.

Have something to say and talk about. Don't just approach a cute girl or a cool looking cosplayer and expect to hit it off just because you want to talk at them. Compliment their costume, ask them about their crafting process, mention some cool merch you saw from the same series.

Never invite yourself along. Ever. If the person you're talking to doesn't ask if you want to come with them, then don't start following them. Don't just insist that you've got no where to be, even if you don't, and say you'll come along anyways.

Why do guys keep doing this?

Well let's start with the fact thatI used to be an attention whore on /soc/ back in the day. A mildly well known one at that, known for posting a lot but still being modest (no skin, not even cleavage)
Which for some reason attracted a weirder group of people than those who show a little of skin. Those who wanted desperately to "stain" my reputation by finding any kind of slightly lewd picture. Even pictures of me barefoot were part of the hunt, at some point, one where I was wearing a tank top was reposted in an attempt to make me feel ashamed (?)

Then I acquired a stalker who sweet talked me in every occasion he could, calling me weird, creepy names like "sweet little angel" and "my princess" while asking me about my fetishes or sexual preferences. So the only time I told him to stop because it made him uncomfortable, he went on a complete rampage and decided to doxx me and try to find all my details, and possibly acquire my nudes.
He did find some stuff, like my tumblr and my sisters twitter account, and knew an area of town I frequented (my favorite restaurant) . But since Im a shut in I have no facebook or other social networks so he didn't find much more.
To this day I wonder how he looked like or why it was so damn important to him. Fucking bored people.

Depends. If you do it right, make sure it isn't overtly sexual, and just do it in a passing sort of way (as if you aren't actually hitting/flirting on her for long term permanence) then yeah, it can work.

If you're as confident as you say you are, it should be easy. Just go up to some chick and tell her you think her cosplay or whatever is adorable or something, as if you say it to lots of other cosplayers. In a chummy lighthearted sort of way. That would probably work on me. Just don't do it while standing 2 inches from their face or while breathing through your mouth. Say it with a bit of a chuckle or smile or something. Nothing too strong, just as if you were saying something similar to a male cosplayer.
