Lolitas is it ok for me just to wear the dress without a blouse underneath?

I hate layering mostly because it feels thick and uncomfortable. Also I think it looks cute with just the straps.
I definitely will still wear a petticoat though

By "dress" do you mean a one piece or a jumperskirt? Usually OPs don't require a blouse, but jsks tend to look better no matter what with some sort of blouse or cardigan. You don't want to be called an ita now, do you?

If you have slim arms and nice clavicles do it.
If you're a bit for chubby and have a stouter frame it's going to look better with a light bolero of some sort or a chiffon type blouse.

I am very new to this and I just purchased that dress through an agent for the first time only because I came across the thread on it on the board and fell in love.

It's not a matter of it being "good enough" or not. The problem with newbies is that they oversimplify a coord or add too many/too weird accessories to make up for the lack of blouse.
What many wind up with is an unbalanced coord that seems tacky and doesn't capture the lolita aesthetic.

You'll be fine, I suggest wearing a chiffon cardigan or bolero of some type. That's what I do, I usually don't wear blouses, unless I'm wearing a skirt. However, I also only do this in the spring and summer, in the winter I wear blouses or turtlenecks (my state's weather is really fucking hot or really cold). It's really all about what the final outfit looks like, like if you're going casual or for a summery coord, go ahead, if you're going for something elegant wear a blouse. (seriously go to taobao and buy a chiffon blouse)
