I wear thigh-highs like that a lot. I figure if I bought them in a mainstream US store and they look good on me, then why not? I see girls wearing shorts so short their butt-cheeks are visible so I don't feel overexposed or slutty because 2" of my thigh is showing and if other people think it's "fetish wear" frankly I don't give a hoot. I've never gotten that kind of impression though. Garters would be pushing it, but regular OTK socks aren't that abnormal.
I do attract somewhat more attention and get hit on more when I wear them, but girls compliment my outfits too. Maybe, but I bought my first pair last week, and I learned two things about my thick, sturdy little stubs.

1.) Knee highs work fine, but they need to be fairly plain. Stitched pattern doesn't hold up well on my legs.

Look for fake thigh highs on eBay, they're 1/4 skin-coloured, 3/4 coloured and 0% thigh sausage. You can sock glue another pair of thigh highs over the top if your legs enough to stretch them sheer-er. Welovecolors.com do a lot of good thigh-highs in a range of colours.

I wear skirts/dresses nearly every day and when the weather is right (i.e. not too hot and not too cold), I always wear overknees/thigh-highs. I have a pretty big collection of fancy socks.

I live in the South, and I've actually had older people (we're talking 50s/60s) tell me that they wished people dressed more like me. I used to wear ZR but my thigh highs from Sock Dreams lost their elasticity in one sock and in general the socks were just pretty awful. I used to. Then I came to my senses and realized they weren't flattering on my. My legs are too short (and/or thighs too thick) to pull it off without wearing high heels.

I recommend getting stockings that have silicone on the inside of the band. It makes a light seal with your bare skin so that magically stay up, allowing you to get a larger band and avoid the sausage effect. I'm a thin-ish pear shape (38" hip) and they work for me.
