Could contaminate the fountain system and cause a lot of issues with how it functions. Fountains usually only handle a little bit of chlorine, they're not meant to be pumping bubbles and soap scum.

And at that it still requires time paid to workers who would have to fix it, and someone to clean up the surrounding area where the bubbles spilled over. They deserve to be compensated for their time cleaning up someone else's deliberate con fuck-ups. And I would consider that a damage for the people who'd have to pay for that.

In addition, the hotel will be liable for any injuries that occur from idiots slipping around in the soap if they just 'wait for it to dry.' I don't live anywhere near this con. Sure it's a stupid prank, but I just don't think it's going to cause large scale problems. It's outside and on concrete. Soapy, wet concrete isn't going to be nearly as slippery as say a soapy, wet marble floor in the hotel lobby. So I highly doubt some idiot is going to fall and slip on it.
And since it's outside I think it just makes for easier clean up. Since it's soap it also cleans things in the process. I've seen hotels and places clean their sidewalks with soap before anyway.

It's not because it could've been worse that it makes something ok to do.
Also even if people don't slip, they can make a complaint for the fact that the environment which the hotel is responsible for is unsafe.
The hotel has some standards to withhold may it be for the city or for their own company and I doubt having a fountain and the surroundings overrun by foam is acceptable.

There are so many other reasons why it is not a "fun without harm" thing to do. I don't get how you can defend it. My local library branch closed its outdoor fountain because of the constant vandalism. That was expensive because of course all the fountain construction and piping and the water sculpture was already installed.

So the library was forced to move the fountain and its sculpture INDOORS. What a mess and of course the fountain adds extra moisture to the air which increases the cost of air conditioning systems.

Why put a fountain indoors due to teen and manchild LOL LOL vandalism? And moving it inside also wastes valuable floorspace in a library! Well, there is a huge land grant around the library and its grantor required that there always be the fountain and its sculpture there as a memorial to the land grant donator. It is nearly a whole half of a city block in the downtown district (therefore valuable), so there is no way the city will surrender that free land over a fountain. Maybe if the city gets tired of having the fountain indoors, it can give back the land to the heirs - fat chance of that because downtown land in this metro area (the largest in the state) is obviously far far far far too useful to give back. After seeing this in the morning I called my cousin who is a baltimore city police officer. He said as far as he's told they are treating it as a harmless prank and things like this happen all the time so no worries. The harbor water is so filthy already almost nothing can live in it. Factories dumped chemicals straight into the water for a hundred years. Every year, hundreds (sometimes thousands) of dead fish wash into the harbor because of algae blooms caused by the chemicals that still reach out into the bay. There is a trash island in the Chesapeake bay, one made from the dredge pulled out of the harbor and it is full of hazardous chemicals and even radioactive waste that is being painstakingly cleaned decades and decades after it stopped being dumped into the harbor.
