I wouldn't actually mind this. I just bought my second jsk today (both are innocent world) and I am slowly preparing my lolita collection. I have even thought about posting pictures on cgl for critiques, but because I have a darker complexion, it is probably not a good idea. I don't want to really sift through the comments such as "blacks shouldn't be wearing lolita" for any meaningful critiques. I really do want to know how to buy wigs that won't clash with my skin tone though.

While I bet that a lot of kind experienced Lolitas would more than welcome this, you must also take into consideration the likely response of the itas.
By the very basic principles of this program, you imply that the mentees(itas) are bad at the fashion. While this may be true, the majority of itas will deny this and meet any proposals of this kind with defiance and rejection.
I think it would work better if you did this with 'newbie' Lolitas rather than 'ita' Lolitas.

We did this once in my community. New lolis who were eager to learn about lolita were called "maikos" and they could choose an "oneesan", more experienced lolis who were willing to teach them. One could have as many maikos and oneesans as she wished, and oneesans could chose their maikos too.

This worked very well and helped lolitas to make friends... Until shallow, elitist oneechans decided they wouldn't choose non-pretty, non-brand-buying maikos.

I wrote to 3 oneesans and no one of them answered to me. When I was finally chosen by some oneesan, she scalped me.

So: It could work, perhaps. PERHAPS. If there were nice people willing to teach the newbies and nice newbies willing to learn. Otherwise, DON'T.

We agreed on doing a gift exchange. I sent to her a bottle of perfume and a bracalet I amde myself. She claimed she had sent me some polymer clay, but it never arrived here, and when I asked her if it was taking too much time to arrive (I didn't knew how these things worked) she would always go "Oh, I sent it to you a while ago, postman must have lost it teheeee, I will send other package tomorrow ^^". After two months of this, she cut all contact with me and pretended not to know me.
I told this to some other members of the forum we were in, but they just told me that I should let it go because I was a newbie and she's the admin at the forum and no one was going to believe me over her.
So I decided to let it go and be extra-careful with that kind of things.

There's no shortage of advice on the internet for telling lolitas not to suck but it always boils down to money (not having any) or pigheaded stubbornness. There's no point in adopting a lolita unless she already has funds or you're willing to dress her out of your own closet. There are a lot of obstacles to being a good lolita, but want for good advice is not one of them.

If it was a group the mods would have to approve the mentors. Definitely decent outfit photos would be required. Perhaps even an exam full of basic shit that itas and fools wouldn't know. Maybe a short "Why I Want To Be a Loli Mentor" paragraph.
Also, positive eglfeedback or feedback of some kind should maybe be required to ease the scamming threat.

Well, if you try to swing it like it's the cool lifestyler loli thing to do then you might be able to sell it to itas that way and kind of help them without them actually realizing what they've signed on for. There could be some kind of test to sign up too and the mods could narrow down the difficult cases from the straight up noobs and match them to mentors accordingly.
